Title: ComEd’s Experience with Digital Smart Substations (DSS) Using IEC61850

Abstract: This presentation will discuss 61850 basics and ComEd’s design / use of it as part of their DSS Program.

Bio: John Bettler, PE. John has a BSEE from Iowa State and a MSEE from Illinois Institute of Technology.

John has worked at the Chicago area power company ComEd since 1990. He has experience as a field engineer and protection engineer.

Since 2010, John has been the Principal Engineer for ComEd’s relay section. His team’s purview includes substation protection of distribution feeders up to 765kV transmission lines and all T&D equipment in between (TR / Buses / Cap / Inductors). Under his leadership, ComEd went embarked on a program in 2011 to replace almost all EM relays with MP relays for Transmission level protection and made a significant impact for distribution. His team is also responsible for IPP interconnections and DER projects.

As part of his duties, John is lead and principal architect for ComEd’s Digital Smart Substation (DSS) program, which utilizes IEC61850 Goose.

His team has design & installed eleven substations and a lab. John developed several 61850 training classes and has trained over 200 engineers and technicians on DSS basics.

In addition to the DSS Training program, John teaches many classes (and mentoring sessions) on power and protection internally at ComEd and externally at IIT and UW Madison.

He is a PE in Illinois.
