Title: Regulatory Issues Relating to High Voltage Transmission Expansion at the State, Regional, and National Levels

Bio: David Mindham presently works at ITC Holdings Corp, an independent transmission utility headquartered in Novi, MI. He is the Regulatory lead for the Southwest Power Pool. Prior to his present position he has held positions in transmission planning and FERC strategy. He has represented the company in regulatory proceedings, planned transmission expansion projects that have connected over 2 GW of new generation, and developed regulatory filings at several ISOs/RTOs and at FERC. He has a B.S. in Electrical Engineering from Iowa State University, a M.S. in Electrical Engineering with an Advanced Certificate in Power Engineering from Michigan Technological University, and is currently in the Management Program at Harvard University Extension School. He is a registered Professional Engineer in the State of Michigan, holds a Project Management Professional Certification, and is a Senior Member of IEEE. He is the current Chair of the IEEE Southeastern Michigan Power and Energy Chapter and serves on various policy and technical working groups at the Edison Electric Institute, EPRI, various RTOs, IEEE, and CIGRE.
