Title:  Implementing Effective Information Security Governance in a Decentralized Local Government Institution
Abstract: This paper focuses on implementing effective information security governance (ISG) in a decentralized local (County) government institution. Local government institutions have a reputation to be traditionally archaic when it comes to their Information Systems.
Unfortunately this depicts an even worse scenario for Information Security (IS). Most local government institutions create, store and manipulate very sensitive and regulated information, For example, The Cook County Health and Hospital System (CCHHS) manages, stores and processes electronic protected health information (ePHI), which is regulated by the Health Insurance Portability, and Accountability Act (HIPAA). In addition, Cook County Clerk’s Office keeps official records of births that occur in Chicago and suburban Cook County.
These official records on file can be used for fraudulent or terrorist activities. One must consider the importance of County Government and the possible cascading impact of a major information security incident.
