Title: Long Term Generation and Transmission Cooptimization Planning under Uncertainty

Abstract: Determining how to design and upgrade the bulk electric power grid is an integral part of an energy system planner’s work. New generation and transmission costs are expensive and can last for generations. Thus, it is imperative to make good investment decisions in the present, even though we cannot be certain that these decisions will be ideal in the future. To mitigate poor decision-making due to imperfect knowledge of the future, a variety of multi-scenario planning methods exist. This works serves to provide a comparison and evaluation of two different multi-scenario stochastic based planning methods on a 312-bus representation of the Western Interconnection. The first method, stochastic programming, is widely used throughout industry while the second method, adaptive programming, is a more recent development.
