Title: Resource Planning and Tools for a Transition to Carbon Free Utility Systems: New Mexico Case Study

Abstract: The topic of the presentation will be properly reflecting base load generation retirements in resource planning to facilitate transitions toward high renewable portfolio standards and carbon free utility systems. The drive towards carbon free energy is accelerating and across the US, utilities are grappling with difficult decisions on how to replace retiring thermal assets and build clean and renewable portfolios for the future. Performing a retirement analysis of thermal baseload plants requires careful planning and consideration of several factors, beyond just evaluating the cost of replacement generation. These multiple factors fall into quantitative and qualitative categories that specifically reflect the utility’s particular regulatory framework, asset portfolio and corporate culture. This presentation will discuss the planning and modeling adjustments that are appropriate to account for thermal plant retirements, which may include reliability, compliance, flexibility, diversity and affordability for its stakeholders. Norm Richardson will provide an overview of the EnCompass power planning software and its capabilities to support the power sector through this transition. Nick Phillips will present a case study from Public Service Company of New Mexico’s (PNM) recent San Juan Coal Plant Abandonment and Replacement Resource filing that incorporates New Mexico’s recent Energy Transition Act requirements as well as considerations for PNM’s upcoming Integrated Resource Plan.

Bios:

Nicholas Phillips manages the Public Service Company of New Mexico’s (PNM) Resource Planning department and is responsible for developing PNM resource plans and the regulatory filings to support those resource plans. Prior to joining PNM, Mr. Phillips was a Principal with Brubaker & Associates, Inc. and was involved with numerous regulated and competitive electric service issues including resource planning, transmission planning, production cost analysis, electric price forecasting, load forecasting, risk analysis, class cost of service analysis, and rate design. Mr. Phillips received the Degree of Master of Engineering in Electrical Engineering with a concentration in Electric Power and Energy Systems from Iowa State University of Science and Technology, and the Degree of Master of Science in Computational Finance and Risk Management from the University of Washington Seattle.

Norm Richardson is the President of Anchor Power Solutions and has 25 years of experience in market price forecasting, integrated resource planning, risk evaluation, and economic transmission analysis. His experience includes developing software models, collecting and analyzing market data, consulting projects, and expert witness testimony. He holds a Bachelor of Science in Mathematics from Furman University and a Master’s of Science in Electrical Engineering from the Georgia Institute of Technology.
